Bonds outperform Stocks over long periods?

You may have heard recently that bonds outperformed stocks for the last 20 years? It was true less than 10% of the time. The dark line is VFINX (S&P 500 index fund) and the red line is VUSTX (long-term Treasury bonds). The time period is 5/1/89 to 4/27/2009.
